What was Frank's mission, which was a failure, that Riff-Raff commented on as he burst into the floor show?

Caradog, it is generally believed that Frank was sent to Earth to help lead the Transylvanians attempts to take over our planet. While he might have been doing an okay job, the events of the evening (Rocky's birth and the subsequent problems) could have been the final thing to make Riff believe that Frank hasn't performed his mission correctly. Also, from the abuse that Riff has put up with throughout just that evening, it could be that he's decided to himself that Frank's mission on Earth has gone from success to failure.
