1) What is the whole point of the Floor Show? 2) Why exactly does Riff kill Frank. I have heard a few versions, but am unsure of the truth. 3) Why were Brad and Janet going to see Dr. Scott in the first place? Just to tell him that they were getting married?

Cocoa, 1) I think the point of the Floor Show is sort of built in to the film's roots in the live theatre. The Floor Show is the play's/film's big finale, which most every musical play has. The seperate pieces of the song also help to illustrate the thoughts and emotions of each character as the "final act" begins. Columbia's solo seems like a sad reflection on the past, Rocky sounds like he's accepting the reason he was created in the first place, Brad's part is full of confusion about what's happening around him, and Janet sounds like she's totally happy with her change. Each stanza builds on the next, until Frank arrives for his big number. All of this builds until everyone gives in to the thoughts of pleasure which explode out during "Wild And Untamed Thing". This is my view on this part of the film, and there are probably hundreds of different ones. 2) I think that Riff actually killed Frank because of all of the things that Frank had done to him throughout the course of the film. Frank had taken Riff past his breaking point, and now it is time to fight back. Also, there is the extreme possibility that Frank had overstepped the bounds of what his mission on Earth actually was. Riff's lyrics of "Your mission is a failure; Your lifestyle's too extreme" points directly to this. 3) For this one, you answered your own question. In the lyrics of "Dammit Janet", Brad actually sings that he wants to "go see the man that began it". It appears that both Brad and Janet are friends of Dr. Scott and they want to share the great news with the person who helped bring the pair together in the first place.
