Aussie, Frank made Rocky for his own pleasure, not for Janet's enjoyment. After he finds them together in the tank, Frank is extremely pissed off. When, after he reveals Eddie under the table, Janet runs to and is comforted by Rocky, that just sends Frank over the edge. The song is mostly Frank harassing Janet about how "virginal" she still is. As they are frozen in place, Dr. Scott reveals what Frank's true plans are, but Frank gets the last laugh by having Riff and Magenta turn everyone who has disagreed with him to stone.
